Once you have completed the necessary paperwork, you will go through Design plans, Build stages, Construction timelines and your journey through complete build.
Our Subdivision process
To get started with the subdivision process, complete our FREE Site feasibility test form on our website. Once completed, we will provide a FREE feasibility report on your proposed development, which will give you some options for what we can do on your site.
The next step is the initial design process. This includes the important layout design of the subdivision. We provide design solutions that are essential to your desires. There are options to choose from, either our range of existing plans, designed with functionality and ease in mind. Or design and build with us or from your existing plans. We can gauge some estimates of costs at this point, depending on the design option.
After receiving concept designs, extended research including Topographical Surveying, CCTV of public lines, and Geotech reports, may be required. We provide a realistic and clever concept for your space and estimates to maximise the return on investment, taking into account every detail to create a detailed action plan. Our detailed action plan will cover costings, timelines and full scope of work and it will be part of our contract.
TOPO Survey & Concept Designs
from $7,000 + GST
Our team will carry out background research, with the use of reports and surveys to collect essential information for design development. The TOPO survey is conducted to identify and map the contour of the given land and any features that exist above or below the ground. Through the gathered data we develop a detailed concept design that is Resource Consent compliant.
The primary objective of this process is to create a design that meets your requirements and budget. We ensure that we are aware of all the risks and cost involved, along with any special needs and requests for a successful project delivery. The aim here is to select an optimum design that is technically and financially feasible for you.
Our deliverables are as follows:
- Topographic survey
- Flood Report (if required)
- Concept designs (R/C compliant)
- Detailed cost estimate
The subdivision plan is ready to go through the consent process. 3C Homes have partnerships with a dedicated team of architectural technicians and project coordinator that will work with the council to take your project through the consenting process. We prepare your resource consent application on your behalf and lodge it with the council.

Resource Consent (R/C)
Our planners and engineers will further develop the initial concept designs and convert it into a Resource Consent application. The process involves preparing the sewer and stormwater reports with solutions, infrastructure reports and drawings, SMAF-reports, scheme plan, etc., for site serviceability. Once these reports are generated, we lodge the resource consent and respond back to request for further information (RFIs) until the approval is granted.
Engineering Plans for Approval (EPA)
Meanwhile, our engineers will work on preparing detailed engineering plans for sewage, storm water, water supply, right of way (RoW) retaining details etc. to lodge into the Engineering Plans for Approval (EPA). Once the EPA is ready and approved, we then proceed to the building consent stage.
The resource consent stage has the following deliverables:
- Resource Consent Approved
- Engineering Plan (EPA) Approved
Once the resource consent and the Engineering Plan (EPA) is approved, our Architect and Structural engineer will work on the detailed house designs for lodging with the council for building consent approval.
As soon as the building consent is approved, physical works can begin on the site.
Upon receiving all the consents from the council, the project will be handed over to our project delivery team. The project delivery team is responsible to make sure all the work that has been agreed upon are constructed accurately on site.
*The cost mentioned is indicative and starts from a 2 lot sub-division and 1 house concept design.
